The mission of Regional Opportunity Initiatives, Inc. (ROI) is to support regional development opportunities in the 11 counties of Southwest Central Indiana. Through an initial $25,870,000 grant through Lilly Endowment Inc., ROI is implementing an education and workforce plan and regional opportunity fund for quality-of-place investments.

Led by a regional board of directors, ROI is affiliated with the Community Foundation of Bloomington and Monroe County (CFBMC). Current CFBMC President and CEO Tina Peterson is serving as interim Chief Executive Officer of ROI.

Education and Workforce Plan

Currently in development, ROI is working with regional leaders to develop a plan focused on connecting education to industry, creating a native workforce that is prepared for the demands of employers.

As part of this effort, ROI is conducting a comprehensive and ongoing occupational needs assessment within the region, initially focused on life sciences, advanced manufacturing and national security and defense sectors. The results of the occupational needs assessment will help inform a wide range of initiatives and strategies that will be deployed over the coming months and years.

ROI has also launched its first education initiative in the Southwest Central Indiana region. In partnership with Ivy Tech Community College – Bloomington, it is a pilot graduation and career coaching program in eight public school districts beginning with the 2016-17 school year. This is the first in a series of significant education and workforce initiatives that will be implemented in our region in the coming months and years.

The graduation and career coaching program is aimed at improving graduation rates and preparing students for pathways into technical certifications, associate degrees, and other postsecondary degree programs. Read more.

Regional Opportunities Fund

Seeded by grant funds, ROI is also managing a fund to help support planning for and investment in quality-of-place development that has the potential to benefit the entire Southwest Central Indiana region. Look for more information on the fund soon.
